REGULATIONS

On functions, tasks, powers, organizational structure and staffing of the Center for Conservation of Hoa Lu ancient capital historical and cultural relic site

(Issued under Decision No. 346/QĐ-SVHTT dated June 8, 2017 by the Director of the Department of Culture and Sports of Ninh Binh province)

I. LOCATION AND FUNCTION

The Center for Conservation of Hoa Lu ancient capital historical and cultural relic site is a profitable non-business unit, self-finances a part of its operating expenses under the Department of Culture and Sports of Ninh Binh province, with legal status, seal and open accounts in accordance with the law.

The Center for Conservation of Hoa Lu ancient capital historical and cultural relic site has the function of advising and assisting the Director of the Department of Culture and Sports in managing and organizing activities to conserve, embellish, exploit and develop promote the value of Hoa Lu Ancient Capital Historical - Cultural relic site.

II. DUTIES AND POWERS

To assume the prime responsibility for and advise the Director of the Department in developing long-term and short-term plans for management, conservation, embellishment, exploitation and promotion of the values of Hoa Lu Ancient Capital Historical - Cultural relic site;

To assume the prime responsibility for and coordinate with organizations and individuals in the collection, display, inventory, preservation of documents and artifacts, archaeological exploration, protection, embellishment and restoration of relics in the Heritage Area;

To organize and coordinate to research the application of science and technology, build an information system, store documents on the relic site to serve the professional expertise of the Center, seminars, conferences and propaganda, introduction and promotion of the values ​​of the relic area;

To assume the prime responsibility for and coordinate with local authorities and functional agencies in maintaining security and order, protecting landscape and environmental sanitation in the relic area;

To participate and coordinate with units in the sector, local authorities and relevant agencies in organizing the annual Hoa Lu Festival;

To guide and explain visitors to the Relic Area; organize ticket sales, collect entrance fees, car care fees, receive legal merit resources from domestic and foreign organizations and individuals; organize cultural service activities at the Relic Area in accordance with the law and the Provincial People's Committee;

To manage the organization, officers, public employees and employees; manage the finances and assets of the Center for Conservation of Hoa Lu ancient capital historical and cultural relic site in accordance with the State's regulations and regulations on management decentralization of the Provincial People's Committee;

To implement the periodical and irregular reports on the Center's activities to the Department of Culture and Sports and relevant agencies according to regulations;

To perform a number of other tasks assigned by the Department of Culture and Sports and the Provincial People's Committee.

III. ORGANIZATION AND STAFFING

1. Leadership

a. Leaders of the Center: include the Director and no more than 03 Vice Directors.

b. The Director in charge of general issues works as the Head and is responsible to the Director of the Department of Culture and Sports before the law for all activities of the Center.

c. The Vice Director assisting the Director assigned to be in charge of a number of work areas is responsible to the Director of the Center and to the law for the assigned tasks. In the absence of the Director, a Vice Director will be authorized by the Director to manage the activities of the unit.

d. The appointment, dismissal, commendation, reward and discipline of Directors, Vice Directors, Heads and Deputy Heads of Office shall comply with the regulations on assignment and decentralization of the Provincial People's Committee and according to professional conditions and standards as prescribe
