This can be seen by restoring monuments, organizing cultural activities, restoring festivals or other types of folk art, when funding from the society is even more than investment. from the state budget and amounted to hundreds of billions of VND, not to mention the contributions of labor and artifacts. Also with the method of socialization, the form of activities of preserving and promoting the values of folk art and culture is increasingly diversified with research centers, clubs, associations and non-public museums. , gather experts and enthusiastic people, operate effectively without having to rely on state funding to avoid degradation of the system of cultural heritage. There have been many good traditional festivals and unique types of folk performances in the localities that seem to have been eroded and restored, the important and decisive contribution is from the community.

Besides the above positive side, the socialization of conservation and promotion of heritage values is also showing many limitations, shortcomings and negative ones. The role of orientation, management of the authorities, local authorities is unclear, weak, inadequate to provide professional guidance, leading to many shortcomings, unnecessary investment and waste violating the Cultural Heritage Law, manifesting in a state of restoration arbitrarily, spontaneously, falsifying original elements or advancing and bringing strange objects into sacred places of worship, infringing upon monuments, winning scenes, lost artifacts. Thereby, it can be seen that awareness of cultural heritage and legal compliance is not high in the population community, social resources have not been oriented, used properly, there is no close coordination with other communities. Cultural heritage protection and management agencies to bring efficiency.
With the goal of mobilizing, exploiting and using social resources best, the implementation of socialization in the preservation and promotion of cultural heritage values, should be associated with research and committee. administering appropriate legal documents; Advanced level of management and professional team at all levels. Socialization is not synonymous with liberalization and privatization of all activities that cultural authorities must play a managerial and guiding role in accordance with the Party and State guidelines and guidelines. Organizations and individuals are allowed to participate in cultural and artistic activities, but must comply with relevant legal provisions.

In order to effectively implement and socialize in the preservation and promotion of cultural heritage values, it is necessary to propagate and disseminate cultural heritage laws so that all strata understand the rights and obligations of me In which the mass media is an important channel for transitions, widely and promptly disseminating newly promulgated legal documents on cultural heritage, encouraging people's participation and support. households of public opinion for the cause of preserving and promoting heritage values, especially those related to the community such as: renovating and combating violations of monuments, preserving intangible cultural heritage ... The important issue is that the cultural sector needs regular guidance; organizing the inspection and supervision of the implementation of the law on cultural heritage, directing the struggle to prevent violations; advising on developing mechanisms and policies to promote socialization of heritage conservation activities; encourage individuals, organizations and enterprises to contribute funds to renovate monuments, donate objects to the state museum, organize activities to teach intangible cultural heritages.

However, to implement the above requirements requires investment incentives, support, reduction or exemption for activities performed from non-state budget sources in accordance with the law. about tax. Along with that, it is necessary to quickly develop and promulgate policies to manage and use socialized financial resources: merit money, ticket sales, sponsorship, service business ...; have policies to support and honor artisans with many contributions. Cultural heritage is only truly protected and promoted in a sustainable way when it comes to the cooperation between the State and the people.
